Mr Holburn is a highly experienced Consultant in Emergency Medicine. He was appointed to Sandwell Health Authority in February 1992 in charge of the Emergency Department of Sandwell General Hospital (now part of Sandwell & West Birmingham Hospitals NHS Trust). He continues to work in the same Trust across both Emergency Departments, although has recently moved to part time work. He was the Divisional Director for Emergency Care at Sandwell & West Birmingham Hospital NHS Trust responsible for 2 Emergency Departments and Assessment units from 2004-2007 and clinical lead for Emergency Medicine for the Trust from 2013-15
Mr Holburn has been actively involved in the Training committee in Emergency Medicine and from 2007- 2012 was the Head of Training for Emergency Medicine in the West Midlands. He was the Chair of the Training Standards Committee at the Royal College of Emergency Medicine from 2012-15 responsible for the oversight of training nationally and sat for the same period on the Council of the Royal College.
Mr Holburn is an examiner for the Membership & Fellowship Examination at the Royal College of Emergency Medicine. He’s an Advanced Trauma Life Support instructor, and have been an Advanced Cardiac Life Support provider, instructor and course director, and an Advanced Paediatric Life Support provider and instructor.
Mr Holburn has been the Trust clinical lead for Emergency Planning and has represented the Royal College on the Clinical Reference Group for Emergency Planning Risk and Resilience at NHS England.
Mr Holburn undertakes medico-legal reporting for both claimant and defendant involving clinical negligence in the Emergency Department. He has appeared in court within the last year to give evidence.
He has also been instructed by a number of HM Coroners to provide expert evidence for inquests regarding care in the Emergency Department.
Mr Holburn has attended training in both report writing and giving evidence and is a Member the Academy of Experts and a Fellow of the Expert Witness Institute and have recently been elected as a Governor (Director) of the EWI.
Mr Holburn has spoken at National Medico-Legal meetings in the last year about the importance of expert witnesses remaining independent and providing insight into aspects of being an expert witness.
